put oil in a big iron made pot. the hight of the oil should be at least 1 cm. when the oil is very hot, put the beaf in it and fry, while stirring, until it "closed" (brown from all sides). add the onions and cook until the onion is slightly golden. add a pinch of salt and the carrots. stir well and cook for about seven minutes. add the water and salt until its slighty salty. add the rice and the garlic cloves, stir and close the pot. cook for 15 minutes on high heat and 20 more minutes on law heat.
